Function:
The Vice President of Administrative Services is responsible for leading and coordinating the administrative functions of finance, risk management, and institutional advancement for Kaskaskia College and Kaskaskia College Foundation. Position is responsible for working collaboratively with all areas of the College to meet the Colleges mission, institutional goals, and strategic priorities.
Organizational Relationship:
The Vice President of Administrative Services reports to the President of the College. The position is responsible for the Administrative Services Division of the College. This is a Presidents Cabinet position.
Qualifications:
Required:
- Bachelors degree in accounting or another related discipline applicable to the responsibilities of the position.
- Minimum of five years of successful leadership, supervision, and fiscal management experience.
- Demonstrated leadership style marked by integrity, collaboration, accessibility, creativity, professionalism, and transparency.
- Demonstrated ability to distill data into information and collect information through questioning and interviewing techniques to inform communication and decision-making.
- Demonstrated ability to work with internal and external stakeholders and maintain applicable information in the strictest of confidence.
- Ability to raise difficult issues.
- Be a voice to ensure ideas and aspirations are grounded.
- Knowledgeable about best practices in fiscal management and related technology.
- Excellent oral and written communication skills including ability to make presentations to various constituencies and communicate complex financial and risk topics.
- Focus on long-term institutional health is evident through words and actions.
- Communicate with clarity, conviction, and empathy.
- Proven ability to manage complex projects to completion.
- Demonstrated understanding of and commitment to the community college mission; values; and equity, inclusion, and diversity.
- Ability to obtain bonding status if appointed as Treasurer of the College.
Preferred:
- CPA licensure.
- Masters degree in business or another related discipline applicable to the position.
- Leadership experience in higher education.
- Managerial experience in a collective bargaining environment.
- Experience with grant administration.
Essential Functions:
- Provide comprehensive leadership for and evaluation of all operations of the Administrative Services Division, including fiscal and administrative services, risk management, and institutional advancement.
- Set the vision and oversee the development of annuals plans consistent with the Colleges strategic plan.
- Provide leadership in recruitment, selection, onboarding, evaluation, and development of key staff.
- Initiate, develop, and recommend staffing for the division.
- Ensure proper budgeting, accounting, contracting, staffing, reporting, and management practices.
- Responsible for leadership and oversight of the College and Foundation financial matters.
- Serve as the principal advisor on matters of finance and general operations of the College and Foundation including creation and revision of policies and procedures.
- Oversee the annual budget, financial audit, multi-year financial plan, and 3-year capital plan processes.
- Assess funding needs and prepare annual tax levy recommendation for Board of Trustees approval and prepare other recommendations including but not limited to bond issuance or refunding based on fiscal assessment.
- Provides financial assistance for the administration of employee compensation and benefit programs through a strong collaboration with human resources.
- Support the maintenance of the Master Facilities and Improvement Plan by providing financial assistance.
- Manage activities and assets associated with public fund investments.
- Oversee process that monitors cash flow.
- Provide leadership for the policies and procedures related to securing, maintaining, and accounting for the inventory of capital assets.
- Ensure auxiliary operations and other services are provided efficiently and effectively within the limitations of financial and human resources.
- Serve as the Treasurer of Kaskaskia College upon appointment by the Board of Trustees.
- Serve as the Assistant Treasurer of Kaskaskia College Foundation to include providing financial and administrative assistance.
- Maintain and improve the risk management program designed to minimize potential losses.
- Collaborate with Vice Presidents and President of the College to ensure information, physical assets, and intangible assets are protected and secured through policies, procedures, and training.
- Responsible for casualty and risk insurance procurement.
- Assist with risk identification and assessment.
- Contribute significantly to policy development, strategic planning, and resource allocation decisions.
- Attend and actively contribute to meetings of the Board of Trustees, Presidents Cabinet, Kaskaskia College Foundation, collective bargaining committees, and others.
- Prepare recommendations and supporting documentation as needed.
- As part of the decision-making process, communicate the limitations on financial and human resources.
- Expected to represent the College and Foundation in various capacities.
- Participate in College events and activities.
- Participate in and support College and Foundation fundraising initiatives and projects.
- Establish and build relationships with appropriate local, regional, and state resources, agencies, and public groups.
- Keep abreast of professional, leadership, and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional groups such as the Illinois Community College CFOs.
- Maintain a supportive and creative attitude toward change.
- Encourage this mindset throughout the Administrative Services Division.
Other Functions:
- Responsible for compliance with rules and regulations from federal, state, local, and oversight bodies that affect finance, risk, and business operations of the College.
- Engage in the community including membership in civic groups that support the district.
- Perform other related duties as assigned.
Supervisory Responsibility:
Position directly supervises Controller, Director of Student Accounts, Director of Purchasing and Auxiliary Services, and Executive Director of Development. Position also supervises the Finance and Advancement Services Administrative Assistant along with the Executive Director of Development and Controller. Position indirectly supervises other staff in the Administrative Services Division.
Supervisory Controls:
Position is expected to work independently with a minimum amount of supervision using independent judgment and discretion. Consultation with President is available as needed.
Physical Demands and Work Environment:
Works in a standard office environment, with frequent distractions, interruptions, and deadlines. Must be mobile and stationery throughout the workday, able to transport twenty pounds, and be able to operate a computer and other office equipment. Evening and weekend work as well as travel is required.

BENEFIT SUMMARY SHEET FOR EXECUTIVE/MANAGERIAL AND PROFESSIONAL/MANAGERIAL STAFF
The following information is based on the current employee fringe benefits that Kaskaskia College offers. It is not intended to be a contractual agreement and in no way limits Kaskaskia College from altering such benefits in the future.
VACATION LEAVE 1.83 days per month, for a total of 22 days per fiscal year. For grant-funded employees, vacation time must be used in the year that it is earned.
SICK LEAVE 12 days per fiscal year
PERSONAL LEAVE 3 days per fiscal year
PAID HOLIDAYS Minimum of 13 paid holidays per year
HEALTH INSURANCE is effective the first day of the month after hire date and includes comprehensive medical, vision and dental coverage.
Rates effective 9/1/23:
$247.00 per month employee only coverage
$394.00 per month employee plus one
$420.00 per month employee plus family
Provider is Blue Cross/Blue Shield of Illinois.
LIFE INSURANCE is provided by the College and is effective the first day of the month after hire date. The benefit amount is equal to annual salary. Additional voluntary insurance is available at employees expense.
FLEXIBLE SPENDING ACCOUNT and 403(b) PLANS are also available.
RETIREMENT PLAN
The State Universities Retirement System requires that 8% of an employees monthly gross pay is deducted for individual retirement purposes.
It is also required that .75% of an employees monthly gross pay be deducted to fund the College Insurance Plan for Community College Retirees.
TUITION WAIVERS are available for staff and family.
